John Price Senior Partner, Axene Health Partners, LLC
John Price joined Axene Health Partners, LLC in 2004 following a successful career in the managed care industry. John held executive level positions at United Behavioral Health as Vice President & Chief Actuary (a subsidiary of United HealthCare), Kaiser Permanente (President of its subsidiary insurance operations (KPIC), and Vice President of Actuarial Services), Aetna/US HealthCare (Western Region CFO), and IHC Health Plans (Vice President, CFO). John has also provided independent consulting services to selected health care clients.
John provides a wide variety of consulting services to health plans, healthcare providers, employer health benefit plan sponsors, administrators and various governments and government programs; federal, state and local, international, Medicare, Medicaid, CHAMPUS, social systems.
John is a frequent speaker on healthcare issues. He is a Member of the American Academy of Actuaries, and a Fellow of the Conference of Consulting Actuaries. He is the past President of the Utah Health Insurance Association and has participated in the Actuarial Standards Board Health Committee. John holds a bachelor’s degree from the University of Washington with an emphasis in mathematical statistics.
Alfred B. (Mike) Fowler, Attorney at Law
With over 39 years experience in welfare benefit plan design, financing and compliance, Mike has spent the last 19 years in private law practice on employee benefit matters, preceded by nine years in welfare plan practice providing services to large corporate clients, law firms, public agencies and tax exempt organizations and 11 years in group insurance sales, account management and product development for New York Life. He has been a member of the California Bar since 1975.
In his private practice, Mike provides legal/technical support to large employers, regional insurance brokers with regard to welfare plan benefits, cafeteria plans, communications and compliance with ERISA and other legislation affecting welfare plans such as COBRA, FMLA, and HIPAA.He also sits as trust counsel for various ERISA welfare plan trusts.
For the period immediately preceding his entry into private practice, Mike was a Senior Manager at Price Waterhouse where his duties included management and promotion of the welfare plan consulting practice on a nationwide basis with the Employee Benefits Practice Unit of the firm's tax department. He is a frequent speaker on employee benefit matters.
Richard Polak President and CEO, IBIS Advisors
For over 38 years, IBIS has provided multinational organizations with information, research, and advice on global benefits and HR issues. IBIS provides international benefits and HR solutions to meet the demands of international organizations that are undergoing rapid global change. Richard has advised over 300 of the world’s most innovative multinational companies in areas of international benefits including healthcare and pensions. IBIS is the international helpline for the Society of Human Resources Management (SHRM) and advises some of the country’s largest and most respected healthcare consulting firms on international issues.
Richard was a subject matter expert for SHRM’s Global Learning System. He has presented at many conferences for organizations around the world, including the International Labor Organization in Geneva, Social Security Reform in Bulgaria, the Compensation and Benefits Association, the National Conference on Pension Reform, SHRM Global Forum, WIPA, ORC, and the IBIS Academy. Richard’s article in WorldatWork on Global Benefit Strategies earned him an award as one of four best articles for the year 2003. He has been interviewed in and has had articles published in Employee Benefits Adviser, Workspan, Benefits and Compensation International, Employee Benefits News, Compensation and Benefits Management,HR.com, SHRM's HR News, and dozens of Business Journals.
Richard holds a Bachelor of Science in Business Management and Mathematics from Alfred University in New York, with continued studies at Columbia University, The New School for Social Research, and UCLA. He is also a published playwright, having 7 plays produced internationally. Richard serves as CFO and on the board of the California Dance Institute and is also a member of the board of the Open Fist Theatre Company in Los Angeles.

William (Bill) L. MacDonald, a renowned expert in the executive benefits industry, founded RCG in 2002. In addition, Bill has been quoted frequently in The Wall Street Journal, The New York Times, and Bloomberg, as well as in a number of industry trade journals.
A frequent lecturer, Bill has spoken on the subject of compensation and benefit planning to various organizations, including The Conference Board, World-at-Work, Forbes CEO Forum, and the Young Presidents' Organization. Bill serves on the Board of Directors for the San Gabriel Boy Scouts of America, National Association of Corporate Directors, and the Board of Visitors for the Graziadio School of Business at Pepperdine University . He is also a member of the World Presidents' Organization, San Diego Harvard Alumni Club, and Financial Executives International.
Bill graduated from Northeastern University, and The President's Program on Leadership from Harvard Business School.
